As someone committed to sustainability I don't buy new things lightly, but undergarments always have to be the exception. I otherwise buy for ethical production, quality, and price point--which is why I bought tights from Threads. They're a little more expensive than drugstore tights but feel high-end, and then as a textile snob I take their two OEKO-TEX certs into account (safe material, production).

In an ideal world, their packaging would be biodegradable and the tights would be made of recycled nylon without sacrificing the price point but, as a still-young small business, they're already setting a precedent for gender-inclusive hosiery.
